Build 2025-06-30

This release contains the following new features:

• Persisted Hash objects can now have an associated object.

The release also contains the following fixes:

• Neuro-Ledger entries from State machine tokens now logged with the correct archiving time.

• Better error message when contracts are not found in state machines.

• Contract timestamps (creation, signature intervals) now in UTC, and validation checks use UTC.
